Everyone is free to operate an Abdabi server; the system does not
have a central server. When the data in a server's local database
cannot answer a user's query, the server querys other servers for
additional information (queries from other servers must be answered
using only information in the local database). Each server may have
its own rules for evaluating recommendations and the web of trust.
